The Research On The Innovative Construction Of Village-level Chinese Communist Party (CCP) Organization

Since the promulgation of the Organic Law of Villagers Committee in1998, the progress of primary grassroots self-government has been speeding up. This thesis discusses the topic of how rural party organization can efficiently perform its role of core leader in economically less developed regions, due to the unbalanced development of Chinese economy. Rural party organization is the primary structure of Chinese Communist Party and the base of the regime, it’s the tie between the party and the mass, it’s the front of party’s reform and innovation. Currently there are some problems of the rural party organization such as being slack, its power not corresponding with its responsibility, the motive to work is weakening, the main reason for these problems lies in the outdated way of thought, the stubborn and unsupervised rural governing structure, and the weak collective economy. The Qinxin district innovates the mechanism and institution for the construction of village-level party organization, first by designing the incubation base for scientific party construction on the top level, then shift from top downwards, combining ternary-body rural governance, program for quality-improving of rural party members, construction of credit system for rural party members. With the inspiration from the innovative party construction practice in Qinxin, this thesis puts forward a future route for the innovative village-level party organization construction, holding that the driving force for innovative rural party construction shall be from within, the way of leading shall be management and service providing, the mode of governing shall be rational and according to the rule of law.
