Research On The Construction Problem Of Village-level Party Organization

Village level Party Organization is the Party in the countryside to carry out the work at the grass-roots level、 the implementation of the political, economic, cultural, social and ecological policies such as one of the most basic link, and it is also an important bond for strengthening the relation between the party and the masses of peasants, as well as its importance to be reckoned with and its status is irreplaceable in the Party organizations. In recent years, the construction of the village level Party organization has made considerable progress, but there are still many problems need to be in-depth study and solve.From the angle of the construction of the rural village level party organization and based on the construction theory of the Communist Party of China, using the empirical analysis method, the case study method and the combination of theory and practice research methods to take a rural village level party organization construction in Cao County of Shandong Province as an example, this thesis focuses on the status quo of China’s rural construction of village level party organizations, to explore the problems and find out their causes to put forward the corresponding countermeasures.First of all, it is necessary to clarify the necessity and urgency of strengthening the construction of village level Party organization in rural areas. Village-level Party organization is the most basic link to develop the grassroots organization and to carry out the principles and policies in rural areas. It is also an important bond for strengthening the relation between the party and the masses of peasants, as well as its importance to be reckoned with and its status is irreplaceable in the Party organizations. To be truly put the target of Party construction work into effect is urgently need to strengthen and perfect the rural village of portfolio construction. To really solve Agriculture, rural areas and farmers’ problems, building the socialist China, realizing the grand goal of the great rejuvenation of the Chinese nation is urgently need to build a powerful party organization which can really play a leadership role of village level party organizations in the process of rural development.In the second place, the present situation of the village level party construction in our country. At present, in China’s rural village party there are some problems existing. For instance, the cohesive force and the appeal of the party organization is not strong; the party member’s ideological and political education, and team management are leaky; the activities of the organization are lack of innovation; the work for the whole party building is not solid enough. By studying the current situation of the construction of village level party organizations in our country, the specific reasons for these problems are analyzed in a comprehensive and detailed way. Village-level party organizations in the process of all work of the rural power development obviously inadequate, although rural economic development increased it can’t keep up with the system construction, rural party member cadres lack of platform and opportunity to learn about the party systematically, and Rural party members development mechanism is imperfect, and so on are all causes the prominent problems of the rural party construction.Finally, through the case study of rural areas of Cao County in Shandong Province, this thesis finds practical ways to strengthen and improve the village level party building work, as well as effective measures to cope with the work of village governance. One is through clear party construction goal, strive to carry out the party organization development and construction activities, improve the enthusiasm of members involved in the party construction; Second is to perfect the system construction, make the rural has practical reference to the organizational mechanism of party construction; Third is to improve the level of rural party member cadre leadership, and the governance; Four is to optimize the party member troop construction, to establish a high quality of the rural party member.
