The realization of the equal rights in the College Entrance Examination Enrollment has been bothering our country. This problem is not only related to politics, pedagogy, constitutional law, sociology and other disciplines, but also is related to different regions, different nationalities, different identities, different specialties, different families of students. How to realize the equality of citizen’s right to education has always been the hot spot of the scholars to discuss. The College Entrance Examination in the realization of equal rights is not only the requirements of education fair, but also is the demand of basic human rights. In the implementation of the China’s current College Entrance Examination Enrollment System have some problems, raises concern and discussion of the whole society. This article only in the perspective of regional factors, from the inequality between regions and ethnic, the reference to Rawls "fair justice" principles of proof ideas and the definition of equality, discusses possibility and necessity to realize the equality of The College Entrance Examination Enrollment System. And under the principle of "fair justice" it reflections on the existing theory achievement, also provides the basic train of thought which how to develop to achieve equal rights of The College Entrance Examination Enrollment System. The study of this article is only preliminary, also need to further prove the feasibility of this conclusion, and refine the classification, make it more perfect and concrete, so as to be able to realize the equality of citizen’s right to education to make a small contribution.
