Research On Government Management Of Civil Air Defense Project

That land resources of city is tense has become a worldwide problem, then, governments pay more and more attention to how to develop a new urban space resources and make full use of existing urban space resources. However, civil air defense project is a kind of important potential space resources in the city which can ease the tight urban ground resources by scientific and reasonable development and utilization.Since China’s reform and opening up, along with the Chinese government’s recognition of the transition of the theme of the times, and the establishment and development of the socialism market economic system, the local governments at all levels focus more and more on the development and utilization of civil air defense works as well as the adjustment of the supervision and management. In order to alleviate the huge pressure of parking, goods storage and public activities in old town, business center as well as tensely populated areas, the government management departments at all levels begin to explore the development, utilization and management of civil air defense projects as a kind of underground space resources. Under the premise of civil air defense protection ability effectively in wartime, government departments exploit and develop civil air defense projects increasingly, meanwhile, enhance the level of civil air defense projects’ management. Under the premise of ensure the civil air defense combat readiness benefits, carry out management of civil air defense works vigorously which are serviceable at both peacetime and wartime, and increase the economic benefits and social benefits. However, due to the formation of traditional system barriers in the history, the government management as well as the development and utilization of civil air defense works also appeared some contradictions and problems which need to be solved through the management professionals and scholars’ research.Taken Dalian as an example, based on its development and utilization as well as the government management of civil air defense projects to carry out the research, the full text is divided into five parts:In the introduction part, through the statement to the specific definition, classification, and special characters of civil air defense works’ management, it is proposed that the research topic in this paper: how to change management system, adjust management mode and innovate management methods in order to make the government management legally and effectively for all the civil air defense works in the city.In the first chapter, it is introduced separately that the government management, the current management system, and the general situation of the development and utilization of civil air defense projects in Dalian, make it easier for readers to get the basic understanding of the management and use of civil air defense works in Dalian recent years.In the second chapter, puts forward the main problems of the government management, including backward management system of the civil air defense, lack of the reasonable layout of civil air defense projects, unclear ownership of projects and lack of management innovation.In the third chapter, the paper puts forward the countermeasures and suggestions to solve the problems of the government management. Firstly, change the management system of the civil air defense. Secondly, in the urban development and long-term consideration, make the reasonable layout of civil air defense works. Thirdly, the establishment of the system of the right to use civil air defense projects daily. Finally, it is recommended that the innovation of civil air defense work management methods and management ideas.In the conclusion part, it is explained that the research for the government management’s problems of civil air defense projects in Dalian, has the reference significance, not only just for Dalian, but also for other cities and regions with similar problems on the government management of civil air defense works.
