A Study On The Win - Win Development Mechanism Of China And India

The first two decades of the21st century, undoubtedly, is the best historicalperiod of strategic opportunity for both rapidly rising emerging economiesrepresented by China and India as well as other developing countries. Globaleconomy and regional economic integration coexist well with each other, however, itbecomes difficult to further their developmental progress, which results in uncleartrends of global system changes. In such a situation, countries resolve to enhancepragmatic cooperation in regional economic integration for the sake of maximalbenefits, thus brining continued steady growth momentum of the economy, and thismomentum stems from the regional economic development “spillover effect” and“strategic dividend”. For instance, there exists immense potential in win-wincooperation between “Chinese Dragon” and “India Elephant” who are practicing thepursuit of the dream of revival and big power by their unique strategic status bothgeopolitically and economically, the superior resources, and mutually strongcomplementarily.To achieve the goal of win-win development, China and India need to exertefforts in positively constructing cooperative mechanism and ensuring its steadyprocessing as well as its benefits and efficiency. Actually, at the very beginning of thiscentury, Vajpayee and Wen Jiabao, the Prime Ministers of India and China, havepromoted Sino-India relation to strategic cooperation partnership since theirsuccessful state affairs. In2013, Premier Li Keqiang paid a historical state visit toIndian Prime Minister Manmohan Singh, which has indubitably promoted thebilateral relations to the height of comprehensive development and to the depth ofdiversifying development. After more than10years’ cooperation and high-speed,fast-pace development, China and India have set up multi-level and cross-cutting,wide-dimension dialogue, consultation and cooperation mechanism. Sino-Indiawin-win development and institutional construction are the logical extension of thestrategic cooperation partnership between the two countries, besides, it is based onlong-term strategy and its interactive product yields from closer contact and deepening interdependence for two parties. Comprehensive cooperation andwin-win development have achieved remarkable achievements in effectivelyguaranteeing the steady progress of Sino-Indian relations, promoting theimprovement of the strength of both sides, propelling the Sino-Indian cooperationwith other emerging and developing countries, as well as in elevating theirinternational status and influence.Based on this background, we can hold the optimistic sight on Sino-India futuredevelopment of the win-win cooperation. Even though the construction of strategiccooperation mechanism is troubled by many an issue, Sino-India communicationalfield will be greatly widened and deepened in the rhythm that has gone way beyondthe bilateral relations, and this results from the deep analysis of cooperationmechanism and the view of its track.Giving a deep insight to the present situation of the cooperation mechanismand analyzing its developmental potential can effectively control the risk of obstaclein Sino-India relations and explore theoretically how to deepen this win-wincooperation and meet nation’s benefits. This article tries starting from combing thehistory of contacts and cooperation between the two countries, and then puttingSino-India cooperation mechanism in the three dimensional characteristics: bilateralrelations, regional multilateral relations and even the global system for analysis. Thepaper also dissects with a focus on the long history of cooperation in the twocountries and remarkable achievements of economy and trade, as well as thewin-win cooperation of energy in the new era. By sorting out the phenomenon andevolutional relationship, the author will summarize the “changes” and “uniformity”in the process of contact and cooperation, clarify the “new thinking “in win-windevelopment for China and India, try to depict the outline of Sino-India relationsmodel in the new period, and finally, provide preliminary suggestions and referencefor the choice of path to reach agreement in long-term cooperation, interestcoordination, mutually beneficial and win-win developmental strategy between thetwo countries.
