In the early1980s, many stores in China have started to issue prepaid card as a means of the sales promotion acts. With the strengthening of the supervision of the development of prepaid card in1998, the industry came into the valley. Due to the redefinition of the prepaid card by the regulatory authorities in2006, the industry had the new opportunities for development. In addition to the plastic card as the carrier, the prepaid card also appeared in the form of electronic account number and password (such as the six different kinds of electronic prepaid cards launched by dangdang.com).The rapid development of prepaid card is owing to its advantage that but with the expansion of the cards’ scope and the higher proportion of prepaid cards, as well as combing with many reports appeared on networks and newspapers, we have seen a lot of problems during the prepaid consumption.The main problems are service or product does not conform to do card agreement, the terms of Overlord businesses controversy back of the card or deal with disputes about the expired card, merchants sudden suspension of business or disappear suddenly and so on. The reason for the dispute is multifaceted, without perfect relevant laws and regulations of to follow, various law enforcement duties overlap with each other or the lack of enforcement between the responsibility and authority, poor management of the business enterprise or law is not in place, the lack of self-protection and irrational consumption, as well as the missing of social credit system. The new Consumer Protection Act has been enacted, but for the type of prepaid card spending and no new explanation for the reality of the problems. I have carefully reviewed the published papers and journals, trying to sort out what the current research on the prepaid card, organize and express my superficial views.This paper mainly includes the following four chapters:the first chapter is about the definition and characteristics of prepaid cards, and other cards by comparison, summed up nature of prepaid card, the classification of the prepaid cards according to several different criteria. The second chapter is to introduce the convenience and the problem brought by the prepaid cards and analysis of the causes of the problems. The third chapter is to introduce experience in the management aspects of prepaid cards inJapan and Taiwan region and the enlightenment to our country. The fourth chapter is to propose a solution, mainly is the construction supervision system and the protection of the rights of the consumer perspective analysis. This is the focus of the article, the administrative supervision system mainly involves cleaning the prepaid card mess, strengthen the administrative law enforcement, as well as to prevent the illegal fund-raising anti-corruption, the protection of consumer rights and interests including the role of consumer organizations and the role of trade associations and strengthen the role of Consumer Association consumer education, public interest litigation and small procedure advantage in the litigation mode on the construction of enterprise credit system.The supervision on prepaid card is involved in a multi-department responsibilities, is also related to the interests of many businesses and consumers, and how to promote active cooperation, coordination equitable participation in the market economy, the interests of the prepaid card transactions each executive will experience a long process. Confined to lack of theoretical knowledge and practical experience of scarcity, the author accept the teacher criticism about the omissions and shortcomings.
