On The Perfection Of The Report, Announcement And Publication System Of Infectious Diseases In China

Swedish pathologist Folke Henschen once said:"People come in its history that the history of the disease."Indeed, open the process of human development, from the most ancient plague, influenza, to Ebola, SARS, and then the last two years a variety of bird flu, almost every popular infectious diseases, are associated with the development of human civilization the colonists, while large-scale outbreaks of infectious diseases, have a significant and profound impact on human civilization in turn. Recalling the difficult struggle history between humans and infectious disease, mankind has experienced a process that loss and inaction from the initial to the gradual awareness and understanding of infectious disease and then to be able to actively respond to infectious disease now for all types of emergencies. The rapid development of science and technology in today’s society, we are helping the scientific strength, and gradually mastered the laws of infectious diseases so we can calmly deal with the epidemic situation, but we should clearly recognize that, although the outbreaks and prevalence of infectious disease has its laws, we still can not be taken lightly, on the contrary, we should pay more attention to the prevention and treatment of infectious diseases. Among these, the most basic and most important step is infectious diseases reporting, notification and publication. For now, almost countries in the world have established a relatively sound system for infectious disease prevention, China is no exception. In2003, SARS struck our motherland, and it directly led to the new revision of "Communicable Disease Prevention Law". Infectious diseases reporting, notification and publication system is an extremely important part of it. However, in the prevention and treatment practical work of infectious diseases, the original intention of this system has not been well realized. This decade, the implementation of the infectious diseases reporting, notification and publication system has the existence of not small defects, this paper aims to point out the reality of the implementation and the problems of the system, and compare with extraterritorial national legislation to get useful inspiration, then put forward my suggestions for improving the system.The study of this paper is divided into four parts:The first chapter:define the definition and characteristics of infectious diseases, describe the history and hazards of infectious diseases. Introduce the current infectious disease reporting, notification and publication system; describe the actors, the relevant legal documents and specific content of the system.The second chapter:introduce extraterritorial related infectious disease reporting, notification and publication system, introduce the relevant provisions of four international organizations, the United States and Japan.The third chapter:describe the content and the status of current infectious disease reporting, notification and publication system, analyze the lack of the system.The fourth chapter:make five recommendations by comparing and thinking to improve these shortcomings.
