A Study On The Public Spirit Of Civil Servants And Its Cultivation

With the deepening of reform and opening-up, the preliminary establishment of market economy system in China, as the new liberalism as the representative of the western culture has a great influence on my country. Especially the advocate of "economic man" hypothesis in western economics and privatization thoughts strike the mainstream values of China’s public. Particularly as a public power of government civil servants, easily affected by the change of their "servants" position, the maximum to seek their own interests, ignoring the public interest. On the one hand, despite repeated prohibitions, corruption phenomenon turns into more serious in China. Although the Party Central Committee and the State Council have give repeated orders and injunctions, every year there are a large number of arrested for corruption, but corruption is still wild. On the other hand, civil servants in the treatment of mass affairs, coordinating the interest’s relation class, it will ignore the public interest, resulting in the tension between the officials and people, and even lead to conflict between the officials and the public. Based on this, it is very urgent and necessary way to cultivate the public spirit of civil servants.This paper mainly discusses the ways to cultivate the spirit of public service into five parts. The first part is the ideas and methods of this research based on the background, significance and research status at home and abroad. The second part is the basic concept of the definition and related theory, elaborated the public spirit, the spirit of public service concept and Marx ideology, the people’s sovereignty theory of theoretical basis, for the next step of the spirit of public service and the lack of cultivation of path selection to pave the way. The third part discusses the analysis of civil public spirit lacking performance and incentive. The fourth part is about the study abroad experience of civil public spirit cultivation and provides international experience very good reference to cultivate the spirit of public service in china, The fifth part puts forward the principles of selection and the route of cultivating the spirit of public service in China, in order to further enhance the ability for people to put one’s heart and soul into the civil service.
