Billions of people want to be public servant. However, public servant is not simply signifies a better life with generous welfare return, more important the public service represents a kind of responsibility for the people. In the realistic society, public servants may enjoy the tax benefits but not in accordance with the spirit of public service causing the public interrogate. In theory, the government reform has experienced the rule of man, rule of law, put forward to build a service-oriented government. Study on the autonomy of civil servants is proposed, the hypothesis of human nature is more close to the reality of civil servants. At the level of both reality and theory, importance and necessity to cultivate the public spirit of civil servants are raised. Training of civil servants of the public spirit is a long way to go, need to continue to search the effective method.Study on the spirit of public service is in the domestic and foreign research also less. The author of this paper thinks that First need to clear the connotation of the spirit of public service. The spirit of public service is not simple, in addition to several kernel Concepts, it is also rich in structure and function:Perceptual aspect of the spirit of public service mainly includes the occupation of belief; strong emotional guidance; moral spiritual torture. The rational level of civil public spirit refers to the strong will temper; clear aim; strong responsibility. The spirit of public service has the guiding function, power function and coagulation function of mass.Cultivate the spirit of public service is not accomplish at once, for the formation of the public spirit of civil service must follow certain rules. Cultivate the spirit of public service needs through assimilation, internalization and strengthening. For the civil service training, in addition to follow the rules, also need the path design, firstly, change the value orientation of behavior, then improve the system standard, in addition to enhance the operation safeguard mechanism. Finally, the spirit of public service to become civil servants behavior, conscientiously perform their duties, service the people heart and soul.
