Current Situation And Countermeasure Of Mobile Travelers In Yangzhou City

As China continues to urbanize, the number of street vendors grows quickly in cities, and it becomes increasingly more difficult to manage them. If city government decides to improve city appearance and environmental sanitation, it could command Chengguan Bureau to regulate or suppress street vendors, but doing so would deprive the income of many disadvantaged groups. The conflicts between Chengguan and street vendors are common in various media reports, which arouse wide concerns from general public and governments of all levels, and the conflicts has severe negative impact in the effort to form harmonious society.This paper analyzed in details the definition of street vendors and why they exist. The analysis was done through literature study, analytical method of contradiction, analytical method of comparison and comparing with administration status of street vendors in foreign countries. After the analysis, this paper proposed strategies and suggestions to alleviate the conflicts and to improve the living condition of street vendors. The strategies and suggestions include:(1) innovate and diversify on the administration mode;(2) combine regulation and service;(3) improve the competency of Chengguan team;(4) build up self-ruling system among street vendors. These strategies and suggestions can be taken as references for Chengguan Bureau to create appropriate policies to manage street vendors, and can contribute to the effort to form harmonious society.
