Residential property management, since the1860s in the UK, in Europe and the United States and other developed countries has a history of more than one hundred years. In the1980s in China, built the first property management enterprises in shenzhen, up to now, the industry also had more than30years of growth in China. With the development of modernization, urbanization speeding up, the advance of housing privatization, urban residents living conditions continue to improve, the property management industry as a door industry, have corresponding to the long-term development. In order to ensure that residential property management industry, rapid and healthy development of the core issue is a "tube" word, to pay special attention to the management, its own construction of management main body is a former problem, because while the iron is hot and hard. In the residential property management, participate in the management of the main body of the government, enterprise and society, formed a diversified management main body’s combination. Current management main body self building there are two major problems:one is how to do well the pluralistic management system construction, make the close cooperation between different subjects, therefore, the mutual coordination, common management good residential property, promote social harmony and stability.2it is to make management system in the important party-government administrative department this is quite important. The government how to perform their duties, strengthen supervision, to consolidate the management system, is a key link. The above two problems, is a focus in the study of this article, hope that through exploring study, to improve the residential property management present situation, improves the management level of the industry as a whole, and explore a new way of thinking.This meeting at the beginning of the government, enterprises, three management main body as the starting point, analyses the current problems of residential property management, such as the government of the industry regulatory capacity is not strong; Low quality of the residential property management industry as a whole; Owners autonomous management consciousness and so on.Lead to the causes of these problems are:residential property management in our country related laws and regulations is not sound; Do not have a high level of administrative organization systematic; Business management is not strong enough; The owner in accordance with the law rights, actively participate in management concept has not yet formed. According to the above problem, in this paper, the domestic and international residential property management mode are compared, and the national summed up some experience can be used for reference. At the same time this paper also contact the local property management actual situation, proposed the government to formulate supporting regulations, improve administrative agencies systematization degree, change of residential property management fees to implement subsidy system, establishing the mechanism of talent management, training, guide the owner to participate in the activities of standardization autonomy construction, is committed to the government and property management companies, owners to build harmonious and civilized community goals.
