| With the increasing speed of urbanization in China,the construction of urban residential area has become an important issue in urban development.It is an important mode of self-governance for residential area owners to establish owners’ congress and elect owners’ committee.Dongguan city residential area of owner autonomy in the process of 20 years of development,the government departments to formulate the corresponding laws and regulations,and continuously carrying on the system innovation,promotes the residential owners through the development of the owners’ congress and the owners’ committee autonomy,but because by the owners’ congress and the owners’ committee of residential area of owner autonomy development time is shorter,a lot of problems in the process of development,such as the owner autonomous subject positioning,big resistance of owner autonomy development,construction difficult problems,such as the owner autonomous organization.It is of practical significance to study the existing problems of owners’ autonomy in dongguan residential communities,analyze the causes,and put forward corresponding solutions and Suggestions.This paper develops in the order of discovering,analyzing and solving problems.By golden field questionnaire courtyard and happiness garden owners of the community,as well as the related owners,the owners’ committee director,the owners’ committee members and the realty service enterprise staff interviews,to understand the two residential district in the actual effect of owner autonomy,collect the relevant information about the residential area of owner autonomy and the related information of dongguan city residential area of owner autonomy development,development of residential area of owner autonomy problems existing in the process of targeted analysis and research,to improve the residential owners autonomous solutions and Suggestions.In addition to the introduction and conclusion,the paper is divided into five parts.The introduction part expounds the research background and significance of the thesis,the research status at home and abroad,the research contents and methods,and the innovation.The first part introduces the definition of relevant concepts and the theoretical basis of the research,including the definition of the concept of residential district,owner autonomy and residential district owner autonomy,autonomy theory and principal-agent theory.The second part investigates andanalyzes the owner autonomy of two residential communities in Dongguan city.Firstly,it introduces the development history,system,owner conference and the establishment of owner committee and other relevant backgrounds.Then it introduces the owner autonomy survey of Jinyu Mingyuan community and Xingfu Huayuan Community,which mainly includes the general situation analysis of the two communities,the owner autonomy process,the status of the owners committee,the owners’ cognition and attitude and the development effect of owner autonomy.The third part analyzes the specific problems faced by the owners’ autonomy in Dongguan residential area from the aspects of unclear subject position in the owners’ autonomy,obstacles in the development of owners’ autonomy,difficulties in the construction of owners’ autonomy organization and so on.The fourth part analyzes the causes of the problems from the aspects of imperfect laws and regulations,imperfect management and supervision system and lack of autonomy function of the owners in dongguan.The fifth part,aiming at the causes of the problems,puts forward solutions and Suggestions for the owners’ autonomy in dongguan residential communities from the aspects of perfecting laws and regulations,clarifying the functions of the government,establishing and perfecting the supervision and management system,and strengthening the construction of the owners’ own organization.The epilogue summarizes the whole thesis. |
