Property management has been in China for nearly 40 years.Since the housing system reform in the 1990 s,the residential property management industry has grown rapidly with the rapid development of the real estate industry.With the rapid development of the property management industry and the improvement of residents' living standards,contradictions and disputes in the field of property management occur frequently,exposing some problems in the industry.Taking W City as an example,this paper uses public governance theory,government regulation theory,and public goods theory to study the problems and causes of government regulation in the field of residential property management,and analyzes how government steer.This paper explores and proposes countermeasures to improve government regulation from the macro and micro levels,so as to improve the property service industrial overall level,promote the property management market towards a healthy,orderly,and vibrant development trend.To be specific,firstly,this paper defines the concepts of residential community,property management and government regulation,and expounds the theoretical basis used in the research: public governance theory,government regulation theory and public goods theory.Then,this paper introduces and analyzes the current situation of government regulation,including property management industry in residential communities in W city,including the basic situation of the industry,the subject of government regulation,and the government regulation measures adopted by W City and their effectiveness.But at the same time,there are still also government regulation problems: inadequate government regulation makes property service disputes stand out,weak government supervision to real estate developers generates legacy problems,inadequate regulatory science leads to a market competition mechanism not fully established.There are many reasons for government regulation that shape these issues: reasons for the inadequacy of the regulatory system,including the lag of legal construction,the incomplete design of the owner's autonomous organization system,and the unreasonable prior period estate management system;reasons for the disordered supervision system due to insufficient regulatory power of administrative department in charge,the lack of resultant,low effect of the supervision system with credit as the core,the inadequate dispute coordination and settlement mechanism,outstanding phenomena of nonstandard record;and insufficient guidance and support to relevant subjects.Finally,according to the analysis of the cause of the problem,from the macro top-level design and micro level combined with the actual conditions of W city,the government regulation countermeasures and suggestions are proposed.At the macro level,it is suggested to perfect the top-level design from the following three aspects: perfecting the laws and regulations system,perfecting the owner's autonomous organization system,and reforming the system of pre-stage property management.At the micro level,the first is to straighten out the government's regulatory system by integrating the administrative department in charge,improving the systematization of related administrative structure,improving the property management credit system,improving dispute coordination mechanisms.The second is to innovate regulatory philosophy and methods: cleaning and standardizing matters of record,using information technology,accelerating standardized construction,innovating property service fee models,and quoting third-party agencies.The third is to strengthen policy guidance to the property service industry and guidance or support to industry associations and owners.
