The core value and the idol society of Marxism is the community of free individuals---full autonomy community without administrative power characterized by enforceability and bureaucracy. However, without such administrative power, idol society would be a fantasy. Autonomy is the purpose and the orientation while administration is the method and tool. In the Chinese community construction, there would always be tension between administration and autonomy. Only if after balancing the relationship between the centralized administrative power and social autonomy, Chinese community autonomy could step forward. This paper is going to discuss how to balance the tension between administration and autonomy in the process of Chinese community construction, and then try to quest the possibility of Chinese community autonomy.This paper takes the community system reform of Tongguanshan District in Tongling City for example, focuses on the power relationship in the reform process and tries to quest the possibility of Chinese community autonomy. The significance of this paper lies on promotion in Chinese community construction, related theoretical development as well as autonomy, and then relieves the present social crisis.This paper consists of three parts. Part one is the introduction as well as chapter one of this paper including research background, research subject, research hypothesis, research method, research data source and related basic concepts. Part two is the body part including chapter two, chapter three and chapter four. The main idea of this part is the present situation introduction of power relationship in the process of community system reform in Tongguangshan District. Chapter two summarizes the features of power construction and the reasons of change in ancient time, Republic era and new China ear and reveals the situation of power relationship and the background of relationship change in the process of community system reform before Tongguanshan reform. Chapter three presents the relationship between different major powers involvement in system reform on the basis of introduction of reason, planning and implement of community system reform in Tongguanshan District. Chapter four discusses horizontally and vertically the power relationship between different major powers at immerged-community level in Tongguanshan District after reform from aspects of system norm analysis and empirical investigation analysis. Part three is conclusion part. After drawing conclusion from above discussion, the author makes a further exploration on the possibility of Chinese community autonomy.According to the above analysis and discussion, conclusions could be drawn in following:first, Chinese soeiety has formed a concentric circle power structure since the unification of Qin Dynasty. Specifically, the centre point before Republic era is imperial power and after Republic era is party power; second, the Chinese society has been facing a core problem since1840that is the relationship between promoting administrative capacity by centralizing administrative power and promoting social vitality and creativity by fostering autonomy. The major powers and structures which cannot solve this problem effectively cannot manage the international challenge and would be an obstacle to the development of Chinese society. They can either reform actively to improve their capacity or be abandoned by history; third, the present macrostructure is still the concentric circle power structure with the CPC as the centre point and the people-oriented bureaucracy governance. Without reform effectively, this macrostructure cannot overcome formalized and administrative problems in community autonomy for limited effect brought by grassroots and district community system reform. Promote Chinese community autonomy continuously not only lies on grassroots reform but senior reform, which means ideological superficial should be eliminated completely among senior leadership and foster scientific administrative outlook. What’s more the present concentric circle power structure with bureaucracy governance should be reformed effectively to establish the authority of constitution, hence to build a party ruled by law as well as constitution, and finally to form a lawful and democratic concentric circle power structure.
