A Study On The Model Of Urban Community Governance In China

Since the end of the twentieth Century, urban community economy has obtained the unceasing development along with the development of market economic system reform; traditional system of units has also lost its necessary support. The rapid growth of open "community management" society promotes the reform and innovation of the whole city management system. At the same time, the continuous development of economy and society also promotes the city process; continue to deepen reform of city management and expand community development is an inevitable trend, which has long attracted the attention of many experts, scholars. Especially that the innovation of city management system has caused more widely attention to the development of the city community governance. And our country has made great achievements in the urban community governance mode, some domestic city have formed unique urban community governance modes which fit for their local conditions. This paper focuses on the Shanghai mode, Shenyang mode and the Jianghan mode. In China, the exploration of city community governance model has been further developed. But due to rapid economic development and the city population expansion, which to a certain extent, also affects the community management. And the community governance also exist some problems, mainly including the deeply community administrative system color, the short of community management participation concepts, the lack of organization and management of community consciousness and a specialized team. In this paper, based on the governance theory and new public management theory, the writer analyzes urban community governance issues and the causes and gives some suggestions on the future city community governance mode.This paper is divided into six parts:The first chapter mainly describes the research purpose and the significance of this study, introduces the domestic and foreign research and introduced the research methods used in this thesis. The second chapter mainly talks about the theory support of city community governance concepts used in this paper, respectively is the governance theory and new public management theory. The third chapter, introduces the historical changes of Chinese community governance mode, and introduces in detail the present comparison of several typical kinds of community governance model:Shanghai mode, Shenyang mode and Jianghan mode. The fourth chapter aims at by analyzing the development process of Chinese city community governance mode mentioned in the last chapter, find out the deficiencies exists in the governance model of our country urban community, including the deeply community administrative system color, the short of community management participation concepts, the lack of organization and management of community consciousness and a specialized team. Finally, this chapter also analyzes the causes of these problems. The fifth chapter firstly describes the practice community governance mode of USA, Singapore and Japan. It summarizes the main characteristics of the three kinds of typical community governance mode in foreign countries, further analysis of the differences between them. Secondly, summarizes the Chinese concrete experiences which can be learnt from the foreign urban community governance mode. The sixth chapter by analyzing the significance of governance mode at home and abroad, aiming at putting forward measures and suggestions for the insufficiency of current governance mode, corresponding mainly include:Innovation of city community governance system, improvement of the community management community participation consciousness, desalination of the community management administrative color, establishing civil community management and volunteer organizations, recruit more community full-time staff, establish corresponding education places, etc.
