Research On Community Governance Problem And Measures

Small but complete,the community can be regarded as a small society.Variety problems and status quo of society are able to find the representation in the community.Since the 21st century,variety of new circumstances and new problems keep emerging,as the deepening of the urbanization process,and developing of city infrastructure,grassroots governance and service.Especially for open city like Shenzhen,which population structure serious inversion for external population and local population.The original system of grassroots governance and community governance system has been unable to adapt the rapid development of the modern city and the basic requirement of self-governance among urban residents.The third plenary session of the eighteenth proposed that the overall goal of comprehensively deepen reform is Improve and develop the socialist system with Chinese characteristics,promoting the modernization of national management system and management ability,and Accelerating form a scientific and effective social management system to ensure that both dynamic and harmonious and orderly society.Community governance is an important part of national governance,so innovation of community governance system becomes the basis of promoting national governance capacity and improving the social management system.For a long time,urban community governance mode in our country has been adopted is top-down and single.Such mode has been out of line with the real world,and cannot follow the rhythm of modern society.The rapid development of the modern urban society is pressing for change of the highly centralized power governance mode,and form a new situation with variety of subjects participated,to realize self-management,self-service,self education and self supervision of urban residents.In this paper,research on community governance mode and improvement measures of longgang district,Shenzhen,not only focus on solution of current community governance dilemma of Longgang district,also value to strengthen in Longgang district community self-governance and the innovation of grassroots social governance model,and also providing reference as well to districts at China and abroad,where exploring urban community governance mode.In this paper,related concept of urban community governance is defined at first,and followed up with statement of several types theoretical basis of urban community governance;then,place micro community governance into macroscopically social governance system,attempts to take Longgang district,Shenzhen,as an study case,analyses community governance current situation of Longgang district and existing problem.And then,sum up the community governance mode suitable for China by learning the foreign successful experience in community governance;finally,reach a conclusion though theoretical analysis and live case analysis,and measures and suggestion proposed on 5 different aspects for future development and reform in community governance of Longgang district,Shenzhen.The innovation of this paper:(1)Research on urban community governance is quite a new academic topic;the purpose of this study is to explore a mode of community governance in line with China's current circumstances.(2)Not only in depth analysis of community governance problem existing in Longgang district,but also propose pertinent measures,though both theoretical analysis with flexibility use of political science,management science,sociology,and empirical approach with case analysis method and field investigation.
