Urban Community Cooperation Governance In The Concept Of Deliberative Democracy

As actors at the grass-roots level of urban management, the unit was once the most important subject. under the traditional system. With the economic and social development and the reform of administrative system, "unit of society" gradually disintegrated. Some government management functions are moving to the community, and it must make the community to assume more of the administrative affairs and public service. Therefore, urban community, become a place where a multi- level actors like the government, social organizations and citizens cooperate and negotiate. In the process of mutual interaction, of course, community has become the center of the various social problems and contradictions concentrated. The introduction of management concepts and theories provides support for our urban community research and coordination among the subjects. Cooperative governance to urban community plays a role in advocating dialogue and cooperation,and relieving the contradictions of interests. However, the lack of cooperation conditions and mechanism, and the lack of subject consciousness and ability of participation lead to the dilemma of collective action and unclearness of power and responsibility. The concept and practical form of deliberative democracy theory contrib ute to provide the social basis for the cooperation governance, build trust network, recreate consensus in the process of negotiation, trying to solve some public problem. Therefore, through the study of A community's cooperation governance in Nanchang, this paper try to research the effect of deliberative democracy in the urban community governancesuch as creating a common and constructing a trust network.
