Research On Party Building In State - Owned Enterprises Under The Guidance Of Scientific Development

Recently, with the rapid development of global economic integration and the deepening of China’s Reform and Opening-up policy, Chinese state-owned enterprises have broader foreign markets, but also, fierce competition from foreign companies. Besides, China’s ruling foundation is facing enormous impact of foreign culture and consciousness. Based on these changes, it becomes an urgent issue to be settled that further strengthen CCP organization building at the basic level, innovate state-owned enterprise’s Party building work, farthest transform the enterprise’s political advantages into core competitiveness, enhance the effect of state-owned enterprises on international community and consolidate CCP’s mass base.Theory for state-owned enterprise to carry out Party building can be traced back to Karl Marx and Friedrich Engels’s Party building theory. Later, Lenin developed the Party building theory to guide the Russian practical work of Party building. During the research process of sinicizing state-owned enterprise’s Party building theory, Mao Zedong’s Party building theory and the Socialism with Chinese Characteristics were formed, wherein, the Scientific Outlook on Development, as the latest successful crystallization of CCP Party building theory, is very significant to guide the contemporary state-owned enterprises to carry out Party building work.China goes into the theory of Party building in state-owned enterprises, meanwhile, continually carries out Party building practice, from which constantly sum up experience to improve the state-owned enterprise’s Party building work. Segmented by time, it can be divided into three exploration periods, firstly before the founding of PRC; secondly from the foundation of PRC until the Reform and Opening, lastly after the Reform and Opening. Of which, during the last period, the state-owned enterprise’s Party building work went through three stages including expanding state-owned enterprise’s independent right to achieve the separation of two rights, exploring the establishment of modern enterprise system and improving Chinese characteristics modern enterprise system.Also, this paper studied the current relevant situation of state-owned enterprise’s Party building work, and summarized the current state-owned enterprises have five key problems, including curing thought is short of innovation; arbitrary Party building work lacks uniform standards; frequent corruption seriously hinders sustainable development; Party building work is uncoordinated with other companies work; and Party building work has low scientific level and low efficiency. And further studying from four aspects(thought, systems, methods of work and carrier) and combined with the practice in Party building work of No.2Oil Production Plant, Xinjiang Oilfield Company, this paper proposed four coping strategies including firstly innovate the thought of state-owned enterprise’s Party building work, strengthen education, protect the interests of employees, implement social responsibility and adhere to the people-oriented; secondly innovate the work system&mechanism of Party building in state-owned enterprise, build a system to standardize&manage the work of Party building to ensure the Party building quality, improve the Party building work systems and innovate punishment&prevention system building; thirdly implement methods of making overall plans and taking all factors into consideration to innovate Party building work and form coordination mechanisms for combining state-owned enterprise’s Party building work with economic efficiency, safety production, energy&environmental protection and enterprise culture; fourthly innovate Party building work’s carrier by using modern science&technology, and develop a new digital Party building model to create highly scientific Party building work.In short, under the guidance of the Scientific Outlook on Development, when carrying out the Party building work in state-owned enterprises, it’s required to emancipate and open mind, combine the spirit of Scientific Outlook on Development with the reality of state-owned enterprise’s Party building work, seek new ideas and new methods of state-owned enterprise’s Party building work and improve the efficiency of Party building work by high standards, high order and high-tech to make state-owned enterprise’s Party building work go toward a comprehensive, coordinated and sustainable developing direction.
