Research On The Mode Of Risk Communication In Environmental Mass Incidents

This paper summarizes the reasons and countermeasures of mass incidents of environment, and points out the necessity of risk communication in environmental group events. This study selects environmental group events that have produced important influence in recent years, in different stages of environmental group events development: crisis assessment before the project and policies; after the policies and projects including crisis emerging, the period of crisis and decreasing. And then from the perspective of risk communication, analyzing the manifestation and change in communication time, contents of communication, stakeholder and the way of communication. For the one hand, by means of a risk communication the study wants to analyze the reason of environmental group events, on the other hand through the risk communication we can observe the existing problems in environmental impact of major projects evaluation.However, through the study of the risk communication in occurrence mass incidents of environment, it shows four basic problems:risk communication is not timely, communication contents are asymmetric, communication roles are dislocation, the way of communication is unreasonable. And then analysis of the causes of these problems from three aspects of legal, policy and consciousness. Finally,in the light of these problems, the article puts several countermeasures to perfect the risk communication.
