Study On The Basis Of The Theory Of Policy Agenda To Deal With Environmental Mass Incidents

In recent years, with the increasingly serious environmental pollution, environment has been severely damaged. The mass incidents caused by environmental pollution occur frequently, and the protection of the ecological environment has been imminent. Because environmental pollution is harmful and it involves the common interests of the people, the environmental protection demand is very intense, which finally requires the government to deal with the matter. The basic level government shoulders the dual task of coordination of local economic development and ecological environment protection. In order to cope with the issue, the basic level government puts forward relevant policy suggestions and policy direction of perfection, to provide a stable and orderly social development environment for the sustainable economic and social development.This paper based on the theory of the policy agenda, through the use of case analysis and literature research, analyzes the specific environmental mass incidents and puts forward the countermeasures from the political angle. Firstly, the paper points out the definition of the policy agenda and environmental mass incidents, as well as the research theoretical foundation, which uses Cobb and Elder’s definition and classification of policy agenda. And in the process of development of environmental mass incidents, the social public as the powerful main body of the agenda-setting promotes the evolution of the policy agenda. Secondly, the paper points out the status quo of China’s environment and the causes of the frequent occurrence of environmental mass incidents. Frequent occurrence of environmental mass incidents is gradually entering the peak period and reaches by an average of 29%. The reasons for the issue are the opaque government’s agenda, the blocked channel to express public demand, the government departments to stabilize to take a tough stance processing events and the diffusion effect of the mass media, etc.. Thirdly, take Ningbo PX Incident for instance, referring Gus’ s triggering mechanism theory and from three aspects of the scope, intensity and time to analyze its context and result, then define the nature of the event and propose the feasibility of the policy agenda theory to solve environmental group events. Fourthly, according to the previous theoretical study, establish the frame model of the evolution of a policy agenda to analyze the development process of the specific environmental mass incidents. The process is making the social issues into the public agenda after through media reports, and then form the government agenda because of the government’s attention. The government makes decisions quickly and problems are solved and calm down. Finally, the paper puts forward protection measures to deal with the environmental mass incidents. The local government as the main body to solve environmental mass incidents, should improve the level of public participation, take active measures, set up the concept of public participation, establish and improve public participation mechanism, open channels of the public demands, promote the effective management of the public, so as to prevent and respond to the occurrence of the issue.Through the research, we find that it is important to define the nature of the existing social issues to correctly deal with mass incidents. From the social problems to the public agenda, the government agenda until the formation of the decision agenda, the development of the policy agenda has an important significance to correctly solve the problem. Policy agenda theory provides conditions for the public agenda into the government agenda, also stresses that the government should respond to the event at the same time, in order to eliminate the increasingly distant distance and potential conflict between the government and the public. Through repeated discussion and the consistency of the game they finally agreed to each other, and to achieve the goal of this is to ensure that the people actively involve in the policy making. Therefore, it plays an irreplaceable role to protect the public participation in government policy and resolution making.
