transition period, the adjustment of economic structure and thechange of interest pattern cause the social contradiction and frictionto increase constantly. The consequent mass incidents present thesituation that scale grows constantly, situation becomes moreintense, and result becomes increasingly severe, which becomes theimportant and difficult problems that the Party and the governmentare faced with and have to settle seriously. By applying systematicalpolitical theory and refers to relevant knowledge of politicalcommunication theories, through varied sample cases, afteranalyzing the communication mechanism, approaches, methods andresources in group accidents within the government, betweengovernment and the populace, and among the masses from theperspective of political communication, this thesis specificallydiscusses the capacity of various communication channels, the roleand position of each the subject, as well as the transmission effectand response of political information in mass incidents. Finally, thethesis draws the outline of the operation status of China’s politicalcommunication at transition period.China’s present political communication system is of obvious centralization, and communication channels mainly focus on theparty in power and government, with more one-way communicationfrom above to below. Due the imperfectness of office receivingpetitions and personal visits and legal institutions, they can’t meetthe masses’ communication requirement. Neither non-governmentorganization nor popular media beside political system hasindependent communication status. All these factors above cause theinformation asymmetry and status inequality of China’s politicalcommunication subject, which can’t allow the masses’ requirement tosmoothly get into the political decision-making system, so as to affectthe scientificity and equality of public policies, and finally lead to theresult that the masses apply methods outside the system to expresstheir interest demand.By combining with the reality of China’s political communicationsystem, this thesis proposes measures of strengthening andimproving the present communication channels between the Partyand the government, creating expression space in public field, andmaking use of new media communication forms, as well as otherparallel methods, to intensify the communication effect, to promotedialogs among subjects, to alleviate the social contradiction, and toreduce mass incidents to a certain extent.
