Research On The Current Situation And Actual Effect Of Community Correction In China

Community Corrections is a major justice initiatives to implement the concept of harmonious social development. From the view of the global justice Civilization movement, non-custodial sentence will be replaced by imprisonment the execution of an international trend. As the transformation of criminals is an important social system, China’s execution of community corrections is to follow the international development of a need.This paper first analyzes the content of community corrections, the origin and value. In comparison with many other scholars, this paper found that community corrections is an open concept, its connotation and extension are in flux. View from all sides, this paper argues, the concept of community corrections both punishment and social work properties.Improve the effectiveness of community corrections need to be based on the experience at home and abroad. On the domestic front, the third chapter Lucheng District, for example, introduced the basic situation of the development of community corrections. However, the area of practical work in community corrections, there are many inadequacies in this paper, these problems were investigated.In other countries, this paper found that Western countries in the design of community corrections means diversity and flexibility. It is obvious that such a broad and progressive design of the system, so for those people in community corrections sentence, more flexibility and maneuverability, and thus more conducive to the rehabilitation of offenders. Meanwhile, Western countries in the operation of community corrections work on the establishment of specialized agencies, the legislation has a clear normative documents, in practice the formation of a unified and effective approach. Community corrections officers more professional, the procedures are strictly regulated to protect the operation. Assessment system is perfect, and there is guaranteed funding. These are worthy of our great efforts to learn.Based on the above analysis, this paper attempts to propose a Chapter Ⅵ to enhance the effectiveness of Community Corrections of some of the recommendations. The most important thing is to obtain results in the pilot based on the timely adoption of legislation to fill gaps in our legal system, so that the successful experience of community corrections rehabilitation of offenders has become the most effective way to achieve real long-term stability of society.
