With the radical development of internet technology, The cyber participation is more and more popular. As one of the non-system political participations, the cyber participation is much stronger than previous and beginning to affect the Chinese political environment and democracy. Firstly, the article does analysis of the cyber participation development history in China, and its main features compared to the traditional political participation ways. Until2012.06, the number of Chinese cyber citizen is more than500million, more and more people know how to surf on the internet, how to express their ideas through the internet and influence government policy making. However, the traditional government response model could not be suitable for the radical increasing public opinion resulted from cyber participation. In addition, the grey internet business chain makes the internet environment more complicated. In the perspective of cyber participation, the government must change their traditional response model and restructure a new response model that is matched the cyber participation.The article analyses the interaction types of the government and citizen in the internet situation. Then clarify how they do a game under the various interaction types and eventually come to a balance. At last, the author concludes the main three response model to the cyber participation based on the previous analysis.To deal with the internet event, the government inherent response model is from passive response to triggered timely response during which have much game between government and cyber citizens and can hurt the government reputation easily. So the author suggests the government to adopt a triggered timely response model directly and protect the government reputation.
