The popularity of information and communication technology which is represented by internet has created a new way of political participation-electronic participation. Currently, cyberspace is an important dimension of the contemporary Chinese society, internet has been deeply embedded in political reality in China, and electronic participation is becoming an important mode of political participatory mode.Therefore, based on Chinese political realities, it is significant for enhancing the governance capability of the Party and improving governance to analyze the present situation of electronic participation, resolve the ways of government response to electronic participation, study the influence of interaction between government and citizens in cyberspace to governance, and explore the strategy of transformation Chinese government's governance.The quantitative analysis based on three perspectives of citizen participation in breadth, width and depth shows that, as a new type of participatory approach, electronic participation has become an important way of the Chinese citizens' participatation with different features and advantages from traditional modes, and brings response pressures to government which is different from the traditional. In order to response to pressures and challenges, the Chinese government has to passively respond to electronic participation, and has achieved some results. However, the shortages of passive mode has been prompting the Chinese government to actively explore the proactive response mechanisms, actively interact with citizens, understand the demands of citizens, satisfy citizen participation requirements, in order to effectively resolve the pressure of electronic participation, and improve management. Empirical research of this paper shows that electronic participation has a positive influence on the governance capability of the Party,and prompts the Chinese government's governance to transform. This paper argues that achieving good governance in the Internet age need the Chinese government not only to build systemic response mechanisms to electronic participation, but also to change governance model in overall and innovate methods.The main contents of this paper include:the first part, the raise of the question; the second part, analyzing the overall status of electronic participation and building government response model; the third part, empirical research of passive response to network incidents; the fourth part, the Government's construction of initiative response mechanism; the fifth part, conclusions and countermeasures.
