Emergency Management Of Public Health Emergencies: Knowledge Management Perspective

At present, many countries in the world are confronted with the problem of public health emergencies. These emergencies will not only affect people’s lives and health but also the national and regional social safety and stability at different degrees. The proper treatment of emergency depends more on a perfect organization and management system and emergency mechanism than skilled professional and technical team. Both professionals and emergency mechanism need timely and accurate relative knowledge when dealing with public health emergencies. In the21st century, it’s the striving direction of emergency management agency to meet the knowledge demand of emergency and strengthen the emergency-dealing and innovation ability through collection, classification, share and innovation of knowledge as for how to apply knowledge management in the process of crisis management.The paper mainly discusses the knowledge management of public health emergencies from the view of theory. Firstly, it discusses the treatment of emergent public health events from the aspects of emergency management and knowledge management, aspects of main body, information platform and three-layer management model of emergency based on customer layer, application layer and accumulation layer. Then, it analyzes the status of knowledge management in public health emergencies in china based on case comparison method and through comparison and analysis of the difference of knowledge management in the process of dealing with SARS and H1N1flu, and analyzes the existing issues in crisis knowledge management of the government organization amid the current emergency management system and proposes the relevant policies, it explores the knowledge management demand and process of each stage of pre-crisis breakout, crisis breakout and crisis recovery considering the three-stage theory of crisis management, and based on knowledge demand, it also establishes a management model of public health emergencies through studying the knowledge management process of each system in three stages;This paper systematically discusses the main body, process, model and implementation strategy of knowledge management in public health emergencies in theoretical perspective. The purpose of this paper is to provide references for the setting up of emergency organization and perfection of emergency mechanism.
