With the democracy wave rising in the second half of the20thcentury among thethird world, the democracy itself has not ever been an option to decide to accept ornot for any modern regimes, but an inevitable path of political development. And thekey concern of these states turns into the modes of democracy institutions. Whilechoosing the forms of democracy should be judged in light of standards ofconforming to the core elements of democracy and adapting to the developmentrequirements of political systems. As an important complement of traditionaldemocracy, the deliberative democracy attracts widespread attentions of the worldbecause it echoed the contemporary governance concepts. The deliberative democracyholds that the making process of political decisions should contain all stakeholders;political decisions consistent with public interests should be shaped throughrepeatedly prudent discussions and negotiations; and symptoms of equality,inclusiveness and publicity should be highlightened.In Chinese traditional culture, the “people-oriented thought” emphasizes that thegovernors should take people as the foundation of a country and care about theirneeds, and the “harmony thought” thinks that individual differences should becontained and co-exist. All these thoughts can theoretically integrate with the westdeliberative democracy. The deliberative democracy, characterized by equality,inclusiveness, publicity and rationality, can not only meet china’s practical demandsof integrating a diversified-interest society, but also connect to Chinese traditionalculture. Therefore, the deliberative democracy becomes an priority for China to buildup its socialist democracy. But in the recent100years, Chinese deliberativedemocracy practice has not gone smoothly. Although the deliberative democracy hasbecome an organic part of basic political systems in China, its development is stillconfined to a series of problems from fields of theory study, civil society constructionand institution supply. The urgent task of the deliberative democracy construction in contemporary China lies in how to furthest absorb the domestic and foreign researchachievements and break through the constraints on the basis of the practical needs andpast experience and make them as an potential and critical point of penetration of thenational governance modernization.
