Throughout the political development history in human society, bureaucracy hasalways been a system of political rule and social governance adopted by the vastmajority of countries. It has played a very important role in promoting theimprovement of administrative efficiency, maintaining social stability and promotingeconomic development. This is well reflected in China feudal society and in theprocess of the development of western capitalism. In terms of the Chinese civilization,it’s a strange phenomenon in the history of Chinese civilization that the traditionalbureaucracy was born so early and has such a far-reaching influence, which has notonly affected the current bureaucratic system profoundly, but also to some extent hadsome impacts on the western modern bureaucratic system. As a kind of publicmanagement system, bureaucracy has played a vital role in promoting thedevelopment of economy and maintaining political stability. While bureaucracy stillhas some unresolved shortcomings, such as insufficient bureaucratization, thebureaucratic working style and so on. These problems will be bound to impede theeconomic development when our country is now in the key period of social transitionand the construction of socialist modernization. Therefore, at present we must faceand solve challenges of how to cultivate the rational spirit of officials and how tofurther improve the efficiency of government working.Bureaucracy comes from modernization as a successful example of rational andeffective social management. It is also a classic interpretation of the sociology expert,Max Weber’s systematic theory of modern society, which serves an essential part inunderstanding modern society. This is the starting point that I try to analyze Chinesebureaucracy. The history of bureaucracy is an evolution towards maturity. In ancientChina, there was something similar to certain parts of modern bureaucracy. However,these similarities did not have to be there from the beginning, or Weber’s contributionto the research on modern bureaucracy could not be explained. Therefore, we shouldcarry on his tradition in analyzing bureaucracy, that is, to bring out rationality anddescribe bureaucracy as the general rule of modern social management. This tallies with China’s implementation of scientific social management since reform andopen-up and the scientific outlook on development. So, I think it is necessary tore-examine the existing administrative system or the bureaucracy, and on the basis oflearning and reference to ancient bureaucracy and western rational bureaucracy, wecan construct a bureaucratic system which accords with China’s national conditions.
