Bureaucracy is the administrative and productive structure form of any organization. The value goals of the bureaucracy are efficiency, stabilization and equality, which is corresponded to the seeking of modern society. Rigidly, the rational bureaucracy is efficient form and also reflects the value of its stabilization and equality.The value of bureaucracy depends on its own structure. The domestic researchers as well as foreign researchers have deeply done much close investigation on function structure of bureaucracy and analyzed its ideal status in 360-degree perspectives, and also resulted in many inspiring conclusions. Specially Max Weber fully examined the rational functions of bureaucracy and highly evaluated its value rationality and tool rationality. Meanwhile, bureaucracy can not always show its rational characteristics. So many researchers have put forward the different opinions, for example, Crozier established the low efficient sticky characteristics model of bureaucracy Robert Morton suggested anti-function theory of bureaucracy, and etc.The unavoidable questions must be investigated are: does the bureaucracy really show efficient principles? Can the bureaucracy reflect the value of stabilization and equality? If the organization is high efficient, the question is that, under which conditions do the organization fit the Max Weber's high efficient model? Under which condition do the organization fit the Crozier's low efficient model? Under which condition do the organization fit the Robert Morton anti-function theory? Moreover, is the bureaucracy high efficient organization or dissipation structure? What type of organization of the optimal bureaucracy? What does account for its development? This paper describes the ideal status of its structure. Furthermore, this thesis discusses the practice of the bureaucracy, analyzing the irrational effects of the bureaucracy during its process of bureaucratization in China. Based on such discussion and analysis, the consequential bureaucratization is analyzed from the progressive three aspects-awareness of official standard, bureaucratism and dissimilation of powers, with the approaches and conditions proposed for preventing the bureaucratization of bureaucratism in the end.The process of bureaucratization of the bureaucracy is an irrational process, with the tendency of self-expansion from its origin to development, and such process is nonreversible under the same circumstances, which can be controlled only bychanging the environment of systems, particularly depends on the imperative effects of the system of constitutionalism. The ideal imperial hierarchy system has the strict rational orientation, being capable of reflecting the three perfect values i.e. the "equality, order and efficiency", which is the indispensable pattern of management for the modern rational states.This paper is composed of three parts-the first part is the introduction, the second part is the main body and discusses the process of bureaucratization of the bureaucracy and the third one is the conclusion.The first part comprises of Chapter 1 and Chapter 2, which focuses on the occurrence, evolution and development of the imperial hierarchy system, and various theories and viewpoints with regard to such system, and also defines the concepts such as imperial hierarchy system and rationality. Based on the summarization of the former researches, the author's own viewpoints and methods of research will be put forward.The second part comprises of Chapter 3, Chapter 4 and Chapter 5. In Chapter 3 we introduce the process and formation of the bureaucratization of the feudal imperial hierarchy system in China before we demonstrate that the bureaucratization of the feudal imperial hierarchy system is the inevitable tendency and is nonreversible on the basis of the analysis of the characteristics and social structure of the feudal society.
