Study On The Reform And Development Of Chinese Administration From The Vision Of Bureaucracy

The study of bureaucracy organization is an important field that political science, sociology and management science pay attention to. From the practice, bureaucracy is the organization form that public administration depends on. In the modern society, bureaucracy organization exists everywhere. Citizens complain about the hugeness, inefficiency and corruption of bureaucracy organization when accepting the indispensable service of it. So the reform of bureaucracy organization has become a common problem that administration reform of countries around world faced. In the 1970s, western countries set off the wave of government reform and tried to explore the bureaucracy reform, thus came into the latter bureaucracy society. This paper is just against such a background, then study the reform and development of Chinese administration from the vision of bureaucracy organization.This paper defines bureaucracy on concept, elaborates the social basis bureaucracy formed and historical function of bureaucracy, expose the status quo of Chinese bureaucracy, then analyzes the problems bureaucracy exists. Through the specific analysis of the development of western rational bureaucracy, compare Chinese current bureaucracy with that of western countries', then reveal the influence that western modern rational bureaucracy on Chinese bureaucracy.Base on the analysis of the origin of Chinese current bureaucracy and the same inherent with traditional bureaucracy, draw a conclusion that the development of Chinese bureaucracy must depend on specific conditions and explore a new road,that is, construct people-oriented rational bureaucracy.This paper studies the evolvement and the feature of Chinese bureaucracy, makes a comparative analysis with western modern rational bureaucracy, seeks the status, the origin and the development of bureaucracy organization in the field of Chinese public administration, then provides ideas and path selections for the reform and development of Chinese public administration. This study has the significance of guidance and reality to the Chinese administration reform which is in the crucial period of social transformation and government reform.
