A Study On The Foreign Aid Mode Of Russian "Double - Headed Eagle"

After the disintegration of Soviet Union, Russia was changed from a donor to anaid recipient country. In the year of2007with the promulgation of the policydocument “The Concept of Russia’s participation in international developmentassistance”, Russia became the donor in the international aid field once again.Russia’s foreign aid presents a double feature of traditional aid mode and emergingaid mode. The priority aid areas and aid modalities of Russia is similar to traditionalaid mode. But the aid mount, priority aid sectors and aid principle of Russia is similarto emerging aid mode. The reason Russia close to the traditional aid model is thatRussia wants to be closer with the West countries in order to achieve its foreign policyof becoming a superpower. The reason Russia close to the emerging aid mode is thatthe interests of Russia has been squeezed by the West countries, Russia needs tocooperate with the emerging countries in order to resist the invasion of Western forces.Thus its aid mode close to emerging aid mode. The swing that Russia’s selection ontraditional aid mode and emerging aid mode profoundly reflects its “Double-headedeagle” Foreign Strategy which means the balancing of East-West forces in order tosafeguard national interests. This means the swing of Russia’s foreign aid model willcontinue.
