| At the beginning of the founding of new China, the newborn people’s power suffered from the dual shock of both internal disorder and foreign invasions. Under such condition that many things to be done, the Communist Party of China(CPC)led the national people to make arduous efforts in every field. Within a very short period, CPC stabilized the domestic situation and renewed the economic production, and new China gained a firm foothold internationally and rebuilt its power image. In the 1950 s, which is also the first decade since the founding of new China, we made lots of efforts for the diplomacy of various work organized by the CPC, and harvested fruitfully. The outstanding achievement in diplomacy was inseparable from the strategic disposition and wise decision of the leaders such as MAO Zedong, ZHOU Enlai, etc. While many diplomats who undertook the behind-the-screen work rarely had the opportunity to handle the diplomatic matters independently, let alone made the diplomatic policy. However, they still spared no efforts and made great contribution for new China’s diplomacy. ZHANG Wentian is just one of them.ZHANG Wentian is an important leader at the early stage of CPC, an excellent proletarian revolutionary, politician and theorist. He made great contribution for the early construction and development of CPC, especially the successful holding of Zunyi Conference. Also, after the conference, he replaced BO Gu to undertake the overall responsibility within the party according to the conference arrangement. Up to the sixth session of the Sixth Central Committee of the CPC, ZHANG Wentian has been one of the supreme leaders of CPC. In the 1950 s, he transferred to the diplomatic service and worked successively as Director of Chinese Delegation in United Nations, Chinese Ambassador in the Soviet Union, and Administrative Vice Minister of Ministry of Foreign Affairs. After 1959 Lushan Conference, he left the diplomatic post. The ten-year diplomatic career of ZHANG Wentian was also the decade for the starting of new China’s diplomatic work. During the ten-year work, he racked his brains, put forward many valuable theories and made great contribution for new China.The thesis makes a research of ZHANG Wentian’s diplomatic thinking and it is composed of three main parts. The first part introduces the forming background and development track of ZHANG Wentian’s diplomatic thinking, and analyzes the historical background’s influence on him as well as his response. It can be described in four sections including new democratic revolution period, preparatory phase(after the founding of new China and before going to the Soviet Union), the honeymoon period between new China and the Soviet Union, and the situation turning period. The second part mainly introduces the four features of ZHANG Wentian’s diplomatic thinking: peaceful coexistence, diplomatic work shall not be bounded by the division of ideology, diplomacy shall serve for socialist construction, and never export revolution. The third part discusses the enlightenment of ZHANG Wentian’s diplomatic thinking to today’s diplomatic work and it mainly includes three key points: regard the Five Principles of Peaceful Coexistence as basis, insist on peaceful foreign policy, diplomatic work shall be for the sake of national interest, rationally analyze the international situation, and make reasonable diplomatic strategies. |
