Civil servants’ pay system is an important public policy in the field of social distribution. If it is fair has attracted a lot of scholars and politicians all over the world. It has high theoretical research value and practical significance. From the micro perspective, the pay system has effect of guarantee, attraction and motivation, its fair is beneficial to the government administrative ability and the administrative efficiency. From the macro sense, civil servants’pay system is an indicator of national income distribution reform, is the pattern of distribution to other assigned areas. It also plays a guiding and exemplary role in the entire social distribution. Therefore, Chinese government has conducted several reform attempts, but the system of civil servants’ pay fairness is still controversial, has brought great challenge to the government’s credibility.This paper gets rid of the limitations that only pay attention to the fairness in the result. On the basis of the theory of justice and policy process, this paper studies the civil servants’ pay system from formulation, content and result, is a comprehensive judgment of fairness. Through comparative study and case analysis, this paper finally puts forward some suggestions to civil servants’ pay system reform, such as give the rights of determination and adjustment of the civil servant salary system to the National People’s Congress and establish effective hearing system, improve the openness and transparency; Build salary investigation, comparison and adjustment mechanism, optimize the structure of compensation, strengthen the performance evaluation; Perfect evaluation of civil servants’ pay system, and diversified evaluation subject, select the appropriate evaluation means and methods, establish an effective evaluation system, etc.It is divided into five parts:the first part is mainly a comprehensive overview of research on civil servants’ pay system, and to clarify the related concepts, fully paved the way for the following discussion. The second part is historical analysis and international comparison, that is, from vertical and horizontal two dimensions to the civil service pay system for further investigation, to summarize the historical disadvantages and absorb advanced foreign experience. The third part is to use equity theory and the policy process model for theoretical analysis on system of civil servants’ pay, mainly includes the fairness of the civil servant salary system of formulate process, content and results. The fourth part adopts the method of questionnaire, take Jiagedaqi area as an example for empirical study, in order to understand the fair feeling of civil servants on the salary system in the process of specific formulation and implementation, then on this basis deeply analyzes the reason. According to the problems in theory analysis and the empirical survey, the fifth part combined with national situations and foreign successful experience and put forward the corresponding suggestions.
