| On March 11 th, 2011, a major earthquake, followed by a tsunami, broke out in Japan’s northeast coast. The Fukushima Nuclear Power plant suffered a serious damage in the earthquake, leading to nuclear leakage. 58 nuclear power units are forced to suspend operation and brought to inspection, which caused huge impact on the atomic energy industry. The social anti-nuclear demonstration made the Democratic Party launch a "zero-nuclear" plan. But later Japan was ruled by the coalition of the LDP and the new Komeito. Mr Abe government emphasized the need to re-examine the nuclear policy of the democratic government and the necessity to restart nuclear power facilities. Its action is mainly displayed as follows: firstly to actively promote the restarting of the domestic nuclear power equipment, to make energy basic plan and to develop more stringent regulatory measures on the basis of the reflection of Fukushima accident; Secondly, to actively promote Japan’s atomic energy equipment and technology abroad. In this background, the study of the causes and the trend of Japan’s atomic energy strategy has much realistic significance for China, an energy consumption power, where the nuclear power was listed in the national development strategy.So why did Mr Abe government actively deploy atomic energy strategy irrespective of the anti-nuclear opinion? The paper firstly reviews Japan’s history from a nuclear victim to a nuclear power step by step in a historical perspective, which also helps to understand the full paper. Later in the second chapter and the third chapter, the paper introduces the manifestation and the deep reasons of the Abe’s active deployment of nuclear strategy with Mr Abe’s nuclear strategy as the research object.
