On March11th,2011, a devastating earthquake measuring9.0on the Richterscale struck the north-eastern part of Japan, causing tsunami up to24meters inheight and inflicting heavy losses on human lives and properties along the Pacificcoast in Japan’s north-eastern part. The tsunami resultant from the earthquake led toa failure of the cooling system of the nuclear reactors in the nuclear power plants ofTokyo Electric Power Co. in Fukushima, which further resulted in such emergencesas plant explosion, damage of pressure control rooms and nuclear leakage. On April1st, the Japanese government named the March-11thdevastating earthquake in itsnorth-eastern area and the consequent incidents at the nuclear power plants as theEarthquake Disaster in Eastern Japan. This is the largest-scale natural disaster thatever happened in Japan, and the consequent nuclear leakage sparked a new crisis.Although this nuclear incident occurred within Japan, its consequences havebeen far beyond the Japanese frontiers due to the special nature of nuclear leakage.In the wake of the Fukushima nuclear crisis, international organizations likeInternational Atomic Energy Agency and Japan’s allies such as the US have joinedthe efforts to deal with the Japanese nuclear crisis. What’s more, China, the ROKand other countries around Japan, as well as European countries have all takencorresponding measures to detect nuclear radiation and to assess its impacts. TheFukushima nuclear crisis has become a new international crisis with broaderconsequences. The Japanese government, together with the other countries in theinternational community, has taken a series of emergency measures to handle theconsequences of the Fukushima nuclear crisis as a non-conventional securityproblem.
