| The severity level of the Fukushima nuclear pollution accident occurred inJapanhas reached and even exceeded the level 7 on the INES,the influencescope of this accident has been far beyond Japan and spread to surroundingcountries and regions.This paper discusses the state responsibility of Fukushima nuclear pollution from the aspects of the recognition and accountability of state responsibility.State responsibility includes legal liability arising from internationally wrongful acts and legal liability arising from acts not prohibited by international law.Based on the relevant theories of state responsibility and combine with the Japan’s violation of relevant international conventions,this paper argues that Japan should bear the legal liability arising from internationallywrongful actsand the liability for damage.Moreover,this article also analyzes the problems encountered in practice,which is about the accountability of Japan’s state responsibility and gives suggestions to this. |
