The industrial credit system concerns the economic benefits of the industry, and its development trends and development results. Therefore, researches on the construction of such systems are important theoretical and realistic significance. The credit system of construction industry is an essential element of its sustainable development; also it concerns the people’s basic needs and civil rights. To construct the building decoration industry credit system, on the one hand, it needs this industry itself to be awareness of the credit, on the other hand, the government is also needed to actively play a leading role of making an atmosphere of honesty, and make complete laws and regulations and policies, in this way, we can construct an industry credit system.The ideal government functions in the construction of industry credit system should have basic related functions. It includes, self-improved function making policy, ethics function and moral education function. The basics on self-improved function making policy should include the limitation the government rights, the effectiveness of government administration and the government attitude, which is in the process of self-improvement to build a service-oriented government and law-oriented government. For government ethics function, it includes a system of individuals’ credit system, the enterprises credit system and the corresponding policy for dishonesty. For moral education function, it includes the creation of a variety of educational methods, building effective education strategy, and the education for individuals and enterprises. In these ways we can create an atmosphere of honesty.Specific to the field of building decoration industry, first of all, this industry started late, but due to the good policies, this industry developed rapidly, and has a bright future. However, this industry doesn’t have an effective credit system. This includes the dishonesty of the construction companies, design companies, material suppliers and building decoration companies. From the perspective of government functions, the main reasons for the lacking credits are the following, first, government regulation is lacking; second, lacking proper training for industry associations; third, the government doesn’t pay attention to make enterprises’self-awareness; forth, lacking training industry professionals; finally, lacking the industry credit third parties. These are parts of the government functions to be resolved.The role of government functions in the field of construction industry credit system is an important theoretical and practical issue in the world. From the world’s perspective, the role of the government functions can be divided into the American model, the Western European model and the Japanese model. The American model is market-oriented credit system, which the government make and carry the laws and policies; the Western European model is the model that the government do everything including the construction of credit system, the laws making, the collection of credit information. The Japanese model is a membership-based model, it emphasizes the guidance from the government, but the government does not have the right to manage it like the American model, also less the Western Europe model.From the current China’s building decoration industry and other countries experiences, the construction of our country’s credit system can start from the following aspects. First, we should clarify the stage of our development of social credit system, and then we could choose the corresponding mode. In the early stage, we should choose government- oriented credit model, in the advanced stage, we can use market-based credit building mode. To be specific, in the different stages of development, the role of the government functions of the construction of building decoration industry can be listed as follows:setting up professional departments and agencies, the collection and evaluation the credit information, the establishment of credit evaluation system, proper regulation. From these efforts, we can construct a credit system for building decoration industry.
