Research On Equalization Of Basic Public Service Of Floating Population In

The large-scale floating of population is the most significant phenomenon of rapid urbanization stage in China. How to make the floating population share the achievements of reform and development and be involved in the city smoothly have become major strategic issues on economic and social development which can not be ignored in the process of migration. The implement of equalization of basic public service which provides floating population with effective public goods and service is one of the solutions.Changzhou, as one city which there is large floating population moving in, carried out a lot of useful practice and policy in equalization of basic public services for floating population, which has made some achievements. However, the implement of this policy also faces a number of difficulties and shortcomings in the meanwhile.This paper studies equalization of basic public service of floating population in Changzhou based on dynamic monitoring data of floating population for the past three years. The study firstly analyzes current status of equalization of basic public service of floating population in Changzhou, and then explores problems and reasons, at last, the implications on how to promote equalization of basic public service are proposed.Main results of this study are as follows:(1)The local government of Changzhou has made quite an effort on accelerating equalization of basic public service of floating population, and at the moment, floating population can enjoy the same privileges like residents in the area of Compulsory education, family planning as well as basic public health services; (2) In the area of employment, social security as well as some aspects of basic public health services, the differences between floating population’s needs and what they can get are quite obvious; (3)There are shortcomings of the implementation of equalization of basic public service, for example, the content and access of basic public service between floating population and residents is not balanced, the level of equalization among different kind of basic public services is not balanced, the basic public service got among different group of floating population is not balanced; (4)In order to promote equalization level of equalization of basic public service of floating population, suggestions in institutional guarantee, policy implementation, information construction, communication as well as public participation are proposed.
