With rapid social and economic development as well as urbanization, migrant people in cities are increasingly aspire for more public services that concern their basic rights, such as education, medical care, employment, social security guarantee etc. These services are crucial not only for urban governing, equal rights in different regions and social harmony, but also relevant when dealing with demographic problems, striking a balance between urban and rural areas, and keeping sustainable demographic and social development. If these aspirations are not managed well, the endeavors to build a well-off society in an all-around way will be hurdled. Huaiyin District of Jinan City has come into a Golden Age of development since the completion of Beijing-Shanghai High-speed railway which passes through the district open to traffic and the Military Airport transferred to the region. Huaiyin District has become a hot spot attracting more and more migrant people to live and settle. Many of them are becoming real Huaiyiners wich official Ji’nan Hukou authorized.In recent years, massive explorations about public service for migrant people have been made in Huaiyin District. A new governing mechanism for urban migrants calling for public engagement and social cooperation under government dominance and CPC leadership is established. A special service platform for migrants in this region is built to provide dynamic governing and customized package service integrating family planning service, employment service, cultural and education service and legal service etc. Nevertheless, disparity between demand and existing service in this field has not not been wiped out. More efforts in employment service for urban migrants are called for. Considering the financial ability and governing mechanism that constrain the District government from doing a better job in this aspect, new breakthroughs are needed. In neighborhood areas, migrants are with low recognition so they can not build their social network efficiently. In the meantime, service provided by the community is far form enough, so fair employment treatment can not be secured. Guaranteeing basic rights for urban migrant people is one of the keys to social equity and justice which in turn is one of the biggest issues that challenge the district government.This thesis focusing on public service for urban migrant people is based on the equalization theory of public service, the current social and economic development demand of Huaiyin District, and efficient application of other theories in a hope to draw forth a practical equalization policy for migrant people in cities.The main structure of this paper:The first section introduces the origin and meaning of the research, a retrospect of relevant documentation at home and abroad has been given, and also the methods of research and technical ways.In chapter two, the theory of the equality of urban and rural public employment service is outlined. It mainly defines the equalization of basic public services, the thesis involved in public employment services and other related concepts. It also expounds the new public service theory and justice theory through the literature research and investigation. Then it analyze the relationship between the transformation of government functions and public service equalization.Chapter three gives a historical review of the employment management of the floating population in our country,which describe the development orbit of city floating population management before and after the reform and opening-up policy。By analyzing the current situation and existing problems and he cause of the problems of public employment services of floating population in Huaiyin District, using empirical methods, provides a practical foundation for countermeasures and suggestions for equal floating population public employment service.The fourth section is a summary of the experience of city floating population public employment service in Australia, South Korea and Guangzhou.Chapter five is the countermeasures and suggestions for equal floating population public employment service, which is the focus of this paper. Based on the new public service theory, emphasize the democratic rights and social integration, provide public employment supply structure analysis of market mechanism, governmental mechanism and social mechanism, The suggestions and countermeasures come from two dimensions of organizational system change and internal logic trimming of community. The organizational system change includes public finance, the government function, the construction of system and mechanism, performance appraisal system.The internal logic trimming of community mainly includes construction of team and platform, activities and education.
