Public policy implementation is an important part linking policy objectives and policyimplementation effects. Social security policy, as one of these important public policies, isimplementing all over the country benefiting all citizens. Guizhou, as one of China’sprovinces with an underdeveloped economy, has presented some characteristics differentfrom other countries in the implementation process of its social security policy, due to itslarge quantity of labor outflow, large number of impoverished people and the width anddepth of poverty. From the perspective of public policy implementation, this thesis analyzesthe problem of incentive and restraint mechanism during the process of rural social securitypolicy implementation in Guizhou. The main content first analyzes Guizhou’s rural socialsecurity policy implementation effect from aspects of policy implementation subjects andobjects, and then it analyzes the function of incentive and restraint mechanism, using thegame model between the government and the policy executives constructed on game theory.In the next part, based on research data and specific cases, the thesis analyzes the influencethat Guizhou’s rural social security policy implementation’s incentive and restraint factorshave exerted on policy implementation subjects and objects. In the end, based on aboveanalyses, the thesis proposes some relevant policy suggestions for decision-makingdepartments’ reference.After a full analysis of incentive and restraint mechanism of Guizhou’s rural socialsecurity policy, the thesis draws conclusion as follows: first, after the game theory analysisof public policy implementation subjects and objects, the thesis finds that incentive andconstraint mechanism is a key to the smooth execution of public policy; secondly, thereason why Guizhou’s rural social security policy implementation effect is unsatisfactory isthat the incentive and restraint mechanism hasn’t achieved the desired result during theprocess of policy implementation, namely, there is insufficient incentive and restraintmechanism. Hence, the thesis proposes a suggestion that during the process of makingsocial security policy, policy-makers should take full account of the interests of subjectsand objects, and mobilize both the subjects and objects’ initiative to take part in policymaking process and implementation process, which is not only conductive to policysubjects and objects’ understanding of relevant policies, but also will reduce frictionsduring the policy implementation process, helping relevant polices to be fully put in placeand achieve the desired policy effects.
