The Study Of China’s Public Policy Implementation Problems And Countermeasures

Policy implementation is a intermediate link in the policy process. It is the only way to realize thepolicy goals. Different from other aspects, policy implementation boasts the unique characteristics inthe policy process which plays an important role in the activities. With the increasingly fierce inglobal competition system, the success of the policy course is required for an organization to surviveand develop. But even the best policy, if performed incorrectly, would lead to failure, back andcollapse. China’s public policy’s large coverage, executive level, giving and receiving a wide range,produced some vital problems which affecting not only the policy’s effectiveness, but also the partyand the government in the public authority. Therefore, reducing the problems in the execution ofpublic policy, ensuring the effective implementation of public policy has become an indispensableresearch theme.This paper in the light of the theory at home and abroad is presented on the basis of the policy ofour country. It is performed in the presence of perfunctory, choose to perform perfunctory execution,selective execution，additional execution, distorted execution, mechanical execution problems. Thenthe reason is mainly affected by the policy itself, and the main body of policy implementation,andpolicy enforcement mechanisms, including target groups, policy execution environment, and manyother factors.Finally, putting forward the corresponding countermeasures to ensure that our publicpolicy can be realized without hinders and explore the development path of China’s implementation ofpublic policy for establishing a complete and standardized national public policy implementationsystem.
