As the kernel and core of the social security system, in my country, the aim ofmanaging the social security fund (thereafter named as SSF) is to safeguarding thepeople’s basic life, when they are in the face of the old illness, injury, maternity andother conditions，and reduce the uncertainty of the social members for future life. Itsmain characteristic is benefit for the whole community. If the management of SSFfaces with risks, the role of SSF as the “shock absorber”, and “safety switch” wouldbe damaged. Therefore, it is of great importance to strictly supervise its management.Because SSF’s important security functions to people and country, its securityaspects have more stringent requirements.Our government has issued a series of policies and regulations tosupervise SSF, and the supervision of SSF has been relatively rapid development. OnOctober28,2010, Standing Committee of the National People’s Congress through"Social Law of insurance", also carries on social security surveillance single row onechapter the legislation, also indicates the country to the social security supervisionwork value. However, China’s current supervision system for the SSF is far awayfrom perfect. The lack of supervision law, the irrationality of supervision model, andthe illogicality of supervision organs have resulted in the endless big cases ofembezzling the SSF. In order to build the perfect Chinese socialsecurity system, we should immediately adopt the necessary laws and regulations formanagement supervision, establish the perfect and effective supervision system.This thesis introduces the current SSF supervision situation in China, analyzesthe system and method problems, compares the maturity models for SSF managementsupervision in different countries, and finally puts forward the suggestions ofstrengthening Chinese SSF management supervision system.
