Research On The Construction Of New Rural Community In Shandong Province

The faster urbanization in our country has caused a large number of surplus rural laborpouring into the city. However, the problem of “Hollow Village” and “Hollow House” stillpersists because of lack of labor, what’s worse, the vigor of rural grassroots organizations hasbeen weakened together with feeble economic development. At the same time, the existingconflict between limited urban industrial estate and low utilization rate of rural land resourcesforces our country to find a proper way to promote coordinated development between urban andrural areas and to boost utilization rate of rural land resources, with the construction of the newrural community as the key point. So it is of utmost importance to promote the construction ofthe new rural community and the urbanization in the rural areas which also is the key point tooverall plan the development of urban and rural areas and to solve the three agriculture-relatedissues.“Decisions of the Central Committee of the Communist Party of China on Major Issuesconcerning Rural Reform and Development” proposed by the Third Plenum（Plenary Session）of the17th Communist Party of China Central Committee put forward that “the economic andsocial development of urban and rural areas must be overall-planned, and construction of thenew industry-agriculture relationship as well as the new urban-rural relationship should be takenas the important strategy of promoting modernization”. In other words,“we should overall planthe development of urban and rural areas, promote urbanization actively and prudently, speed upthe construction of new communist country and boost the sound regional coordinateddevelopment.” What’s more, the Central Economic Working Conference in December,2012further put forword that “We should promote urbanization actively, prudently and enhance theurbanization quality.” That the construction of new type of rural community can help to breakthe urban-rural dual structure and to realize the coordinated development of urban and rural areasso that the three agriculture-related issues can be solved completely, is the inevitable demand andchoice of historical progress and social development of China.The paper includes seven chapters. The first chapter mainly introduces the studybackground, the aim of the study, theoretical framework and the topic as well as the methods.Chapter two analyses the community and the definition, characteristics, principles, contents andways of rural community as well as the theoretical basis of the new rural community planning,which offer the base for the study. Chapter three explores the current situation of theconstruction of the new rural community in Shandong province, which includes major modesand overall conditions resulting in inspirations of better constructing the new rural community. Chapter four further analyses the existing problems in the construction of new type of ruralcommunity in Shandong province from the perspectives of theories, systems, microscopicpractice as well as countermeasures. Chapter five explores the mode of rural community inforeign countries, esp. Japan, South Korea and European countries and learns from theirexperiences and inspirations. Chapter six puts forward the measures and suggestions of theconstruction of new type of rural community in Shandong province on the basis of the previousstudies. Chapter seven is the conclusion.Based on the systemetical analysis of the construction of the new rural community,this paper mainly puts forward some measures which are as follows: firstly, people should adjust measures to local conditions and adapt constructive mode which can fit with the local characteristics; secondly, people should safeguard rights and interests of farmersand change backward, conservative ideas of farmers; thirdly, people should promote people’s livelihood to increase community citizens’ incomes through various ways; fourthly, people should raise money through reasonable investments and collections to ganrantee thenew community construction fund; last but not least, people should perfect the basic services and social security system.
