The Current Problems In China's Public Policy Program Design And Countermeasures

With the deepening development of reforming and opening in our country, the interests are being divided in the society's transition. It has been a hot issue in our society on how to work out the policy coordinating the benefit relations and promoting the development of society. Public policy designing is the central link in the chain of making policies. This paper starts working on this link, combing the theories and studying the present situations, seeking the problems of designing public policy at present in our country and analyses the causes of the problems so as to point out the countermeasures to deal with the situations. That is, a kind of operating mechanism must be established to put public policy design in motion. The purpose of this paper is to guarantee higher quality of public policy made in the future by constructing scientific and reasonable public policy design operating mechanism ;is to efficiently reduce the latent danger before policies are ultimately made and is to create the conditions to work out scientific and reasonable public policy.
