From Management Committee To Government:Evolution And Its Logic Of Governance Subject In Development Zones

After more than 30 years of development,the main governing bodies of development zones in China are constantly undergoing morphological transformation and institutional transformation.One of the typical changes is from the administrative committee of development zones to the people's government.From the perspective of holistic government theory,this paper studies this evolution phenomenon and its underlying logic.After analyzing the applicability of the holistic government theory,this paper divides the different government forms in the evolution process into three types:the management committee,the government and the quasi-government,and analyses the advantages and disadvantages of the development zone governance under each government form,so as to show the evolution process more clearly.At the same time,this paper also introduces two practical cases of Haicang district of Xiamen and economic and technological development zone of Hangzhou,and describes their evolution process in detail.The main body of governance in Haicang District of Xiamen has undergone a transformation from the management committee to the government.The logic behind it is embodied in the political logic of multi-volunteer subjects competing for the right to speak and the governance logic of public service supply which needs to be integrated urgently.The Economic Development Zone of Hangzhou has evolved from the management committee to the quasi-government.The logic behind it is not only that the excessive separation of institutional arrangements can not meet the needs of governance,but also that its long-term development orientation seeks to turn to the development logic of comprehensive new towns.The evolution of the governing body of the development zone from the administrative committee to the people's government is a process of building a relatively integrated government form,which is conducive to solving some growth puzzles of the development zones in the process of urbanization.This evolution phenomenon and the logic of "fragmentation" behind it not only bring many benefits to the development zone itself,but also provide a possibility of development and demonstration for a large number of development zones in China.
