He Yongji(1902-1979), a PhD in political science, Graduated from the Harvard University. As an excellent representative of the intellectuals of the republic of China, he spread the knowledge of modern political theory, adhere ethnic the supremacy of the national basic stance, actively promote the "high politics" thinking, to promote democracy and constitutional philosophy, committed to the construction and development of Chinese democratic politics. During the Anti-Japanese War, he taught at Yunnan University, And then Associated with professor Lin Tongji of Yunnan University, Southwest Associated University professor Lei Haizong, Professor Chen Quan, Professor He Lin and others founded a magazine, named "Warring States".
