At present, China is in the period of social transformation, diversification benefits, the various social conflicts are apparent and the high incidence of various types of crises frequent outbreaks. Especially in the historical background of We-media, local governments are facing unprecedented challenges in the process of governance crisis. The key to Crisis management is to build a benign relationship between government and the people, and a healthy relationship between government and the people depends on its subject – whether local governments can actively and effectively respond to the interest demands of the object. In fact, the process of grassroots governance of public crisis is also the interaction between the local governments, We-media and social public.Based on this logic, from the perspective of government responsiveness, this article wants to explore the path and strategy of the grassroots government construction of benign crisis public relations in the era of We-media.This paper is divided into five parts.The first part is mainly a carding and evaluation of relevant literature about government crisis public relations on the domestic and abroad and then discusses the starting point of this study and the significance.The second part put a definition to the concept of We-media, grass-roots government, crisis public relations and government response, discusses the theory significance and the theoretical basis of government response, then put a enlightenment and relevance discourse to the theory of new public service-the theoretical basis of this article.The third part mainly uses the model of "Case Review-Case Analysis-Case Enlightenment" to Contrast and analyse the government responsiveness of Sanqi town and Hongkou district of Shanghai in the era of We-media. Based on the Comparative analysis, then I analysed the problems and reasons of China’s grassroots government response to the public crisis in the context of We-media.The fourth part is mainly about the optimization of grass-roots government crisis public relations In We-media age from the establishment of the grass-roots government response consciousness, improve response mechanism and improve the ability of response. The fifth part is the conclusion.
