The Evaluation Index System On Responsiveness To The Grass-roots Government Of China

Accelerating the transformation of government functions and building a service-oriented government are important missions to deepen the administrative reform of our country. One of significant characteristics of a service-oriented government is responsiveness. Therefore, carrying out the design of the evaluation index system on responsiveness to the grass-roots government is vital to enhance its responsiveness practically and promote the transformation of government functions.First, the paper introduces the domestic and international research of government response and responsiveness. Through collecting and analyzing the definition, evaluation and significance of government response, no mature evaluation system on responsiveness to the government could be found at home and abroad. Purely theoretical research of government response leads to the necessity and urgency of its practical level.Second, the paper illustrates the definitions and relations between government response and responsiveness and further focuses on the grass-roots government by analyzing our country's current political system. As a government level which requires the greatest contact with the public, the grass-roots government maintains more practical significance in the capacity building of government response. By analyzing government response and responsiveness, the process and link are clarified and on this basis, the paper points out that the construction of government responsiveness can be realized by platform construction, mechanism construction and safeguard measures, which are further refined in the construction content.Then, the evaluation index system on responsiveness to the grass-roots government has been established through expert interviews, analytic hierarchy process and quantitative analysis of each index. The paper chooses two grass-roots governments of Xigang and High-tech districts in Dalian to testify the system and finds the existing problems in the construction of grass-roots government responsiveness.Finally, a series of corresponding suggestions have been proposed against the issues raised previously. They mainly pay attention to the change of mind and the strengthening of people-oriented concept, the improvement of the system construction and the adaptation of government response as a crucial indicator of government performance appraisal, the further enhancement of the construction of government response platform--especially in the Internet level, the promotion of citizens' ability to take part in government response and the effective protection of corresponding civil rights.
