The Navy is one of the key forces in realizing and expanding national interest.In today’s society where Talent Strategy Project is actively promoted,the construction of naval talent teams is of special significance.Political officers in navy force are in charge of the party’s leading work and thus their capability and quality have a great impact on the force’s fighting capacity and the improvement of its overall combat effectiveness.To establish a standard system for testing and appraising political officers’ capability and quality,promote their all-around improvement and ensure the realization of all strategic objectives of the Navy has become an important topic for the construction of political officer teams. Taking as its research object the capability and quality of political officers in naval D force and adopting combined methods of empirical research plus normative analysis and theory plus practice,the present article makes an investigation into and an analysis of the status quo of the testing and appraising system,discovers its problems and demonstrates the necessity of establishing a system for testing and appraising political officers’ capability and quality.The common testing and appraising system is unclear in aim,unscientific in index system and incomplete in evaluating measures.The new system will overcome all these defects, employ objective management theory and give a detailed exposition of testing elements. Moreover,the following documents will be drawn up on the basis of defining Instructions of the Position of Political Officer in D Force,with political commissars serving as an example and the actual features of landing.ship force taken into view:Instructions of Ideological and Political Leadership,Instructions of the Capability to Control the Overall Construction of the Force,Instructions of Vis-A-Vis Leadership at Grass-Root Level, Instructions of the Capability to "Run the Party and Manage Cadre" Suited to Party Members,Instructions of the Capability to Coordinate with Commanding Officers to Direct Military Operations.Testing and appraising index and evaluation forms will be derived from the above documents,and emphasis will be put on testing and appraising political officers’ capability,quality and potential for development.After designing the testing plan, the author will define and standardize the testing and appraising system,and also introduce masses-participation scheme,self-evaluation,check & feedback and compliant systems so as to make the results more objective and veritable,enable political officers to gain a clearer picture of their capability and directions for development,and conform more to reality the uses and applications of those results in the implementation of training programs.In this way,the aim to promote overall improvement of political officers’ capability and quality may be achieved.
