This paper,taking the technical officers of scientific research and test force as the research object and taking force J as an example,researches from five aspects of understanding of ideological and political work,views on management of the unit,views on the training of the technical officers,attitudes to military training and plans for the future development.The author has talked with 150 officers of different ages,genders,technical positions and technical posts of force J.On this basis,the author analyzes and summarizes the management requirements,personnel characteristics,management practices and effects of technical officers of scientific research and test force.Then the author analyzes the problems and causes in management of technical officers in scientific research and test force comprehensively.Finally,the author puts forward the countermeasures for management of technical officers of scientific research and test force by using the theories of management,management psychology and behavior science.This paper consists of six parts.The first part,namely introduction,points out the background and significance of strengthening the research on management of technical officers during national defense and military reform for a new era,makes a literature material research and elaboration on the development of management science and the research on military management,and puts forward the research content and methods of this paper.The second part,related concepts and theories,mainly defines the definition,responsibilities and professional characteristics of technical officers,the specialty and professional characteristics of technical officers of scientific research and test force,analyzes and clarifies the connotation of management,management of technical officer and management of technical officer of scientific research and test force,and puts forward the basic framework of five main management elements of management of technical officer of scientific research and test force.It's the basis of this study.Finally,the related theories used in this study are briefly described.The third part,taking the five elements of the management of technical officers of scientific research and test force as the main line,discusses the management requirements and the characteristics of technical officers of scientific research and test force.Taking force J as an example,the author summarizes the practice and effectiveness of management of technical officers of scientific research and test force.In the fourth part,the author analyzes the existing problems from the five elements of management of technical officers of scientific research and test force,and makes a comprehensive analysis of the causes of the problems by using the relevant theories.In the fifth part,according to the problems and causes of management of technical officers of scientific research and test force,combined with the relevant theories of management,through comprehensive analysis,the countermeasures are put forward from five aspects.The sixth part,conclusion,summarizes the whole paper and puts forward the innovation,the insufficiency and the future research direction of this paper.
