Research On The Construction Of Capability System Of Police Force Use In China

Public security organ is kind of police organization with the character of arm and it is equipped with weapons.It also shoulders the duty of quelling the riot,combating terrorist activities,hunting and annihilating violent crime and other tasks with armed nature.The character of arm of public security organ determines the rationality of police force using,while the statutory duty of police determines the legality of using police force.Therefore,whether the police can safely and efficiently apply police force in law enforcement activities is the key point to safeguard the image of public security organ,ensure safety of police in law enforcement tasks,and protect the legitimate rights and interests of the people.However,some problems of using police force exactly exist,such as being unable to use,not dare to use and excessively using it,and the reason could attribute to the lack of the way how police force uses properly.So,it is necessary to enhance the exploration of police force to its according capacity it needs,so that providing scientific evidence to targeted training of police combat in real situation and improving its efficiency.Based on the existing circumstances of the force using of Chinese police,the author adopts many methods such as literature analysis,Delphi method,analytic hierarchy process(AHP),case analysis and field investigation,combining the realistic requirement of the way of using police force and quoting the mature theoretical model of other subjects.Besides,the author applies the combined analysis of scientific qualitative and quantitative method,and that makes the capacity system of police force using come into being.Specifically,the author divides the work into five parts.For the first part,a comprehensive analysis is applied on the background and current situation of the study,so that the basic direction of the essay is determined.The second part is about defining relevant concepts about the police force using,bringing evidence to capacity which the police force using needs and the index of the capacity,so as to lay the foundation of collecting the capacity index of police force on late stage.The third part makes clear of the evidence and principle of the way capacity system takes shape,so that the specific instruction of that brings out.As for the fourth part,NVivo(a kind of qualitative analysis software)is used here to determine the capacity index of police force using,and the supplementary suggestions of the capability index are obtained to form the capability index database through the questionnaire survey.Then,a capability system for the use of force is initially constructed by citing the "Gemini Model" theory and combining with expert advice.Furthermore,an index weight is defined and an integrated system of skills,tactics,intelligence,knowledge,physical fitness,and psychology is built by adopting Delphi method and analytic hierarchy process.The last part,also the fifth part,analyses some problemsof current academic education and on-the-job training in public security colleges and offers the targeted recommendations through the capacity system.
